In the letter, the American Association of Community Colleges said that the law that authorizes the new federal grant program “was clearly intended to include students enrolled in certificate programs,” Ashburn wrote in the article. However, the association maintains that there would be community college students in the tens of thousands that “would be locked out of the program” because of “current interpretation” by the Department of Education, the article said.Visit to Apply Today http://available-grant-money.blogspot.com
Some Students Denied
David S. Baime, vice president for government relations at the association, in an interview said, “We’re extremely disturbed that our deserving students, who by a plain reading of the law are eligible, are being denied access.”
An announcement was made late in the day on July 31, 2006 by the association that the eligibility guidelines would be contested. The article said that officials at the Department of Education had not yet responded. As of the Aug. 1, 2006 article by Ashburn, Samara Yudof, a department spokeswoman, said in an e-mail message, “We just received the letter and are reviewing it,” the article reported.
Additional awards are available to college freshmen and sophomores under the Academic Competitiveness Grants program, the article said. Freshmen and sophomores “who are eligible for Pell Grants can qualify for additional awards of $750 and $1,300, respectively, if they pursued a rigorous course of study in high school,” the article stated.
Department of Education Rules
According to the article, in July rules were released by the Department of Education “that grant recipients must be enrolled in associate degree or bachelor’s-degree programs, two-year programs eligible for full credit toward a bachelor’s degree, or a graduate degree program that includes three years of undergraduate education.”
Most certificate programs would be excluded under that restriction.
